Wirral Metropolitan Borough Council – PPM Schools, Libraries, Sports Centres

Building condition surveys and proposed 10 year planned preventative maintenance data models for 30+ schools, Libraries, Leisure Centres, Offices and Public amenity buildings.

Our role was that of Building Surveyor and Access Auditor, and we acted as lead consultant, employing a sub consultant for the Mechanical, electrical and plumbing surveys to inspect Building Service installations.

We conducted pre-engagement client meetings and met with relevant stakeholders to ascertain all client requirements and determine how we could present each building condition data presentation requirements. The buildings were of various construction types, ages and gross internal areas and each required careful planning of timing and resources to minimise operational disruption.

Each survey data set and subsequent was required to capture current conditions and advise of future maintenance condition and likely cost liability information to enable the client to plan works, assess future funding requirements and work to minimise any risks to business continuity.

Challenges

The requirement to ensure that all survey data and modelling was produced in a format that successfully interfaced with the client’s own data management systems

The design of survey data was to take account of relevant statutory obligations upon the client including items relating to; Fire and Accessibility to goods and services.

Planning and programming of inspections needed to take on board client’s priorities and access protocols for each site, with an emphasis on safeguarding at specialist day care centres.

Added Value and Innovation

The design of bespoke condition assessments and data capture via a dynamic ‘cloud’ based system, accessed using robust tablets, which accessed directly into the client’s own data management platform(Concerto) and the Microsoft Power BI platform

Works also included the design of surveys and data capture for bespoke Access Audits for inclusion, in compliance with the requirements of BS8300 and The Equality Act 2010.

Information sharing meetings with our Software provider and the Authority’s Data Management officer ensured full collaboration at design stage rather than offering a ‘one size’ solution
