Holy Family Community Centre – The Archdiocese of Liverpool

Project details

  • Our Building Surveying role included Lead and Principal Designer, Cost Management and Contract Administration duties.
  • We provided full suite of services including all design and statutory applications to the Local Authority for Planning and Building Regulations Approvals.
  • Stakeholder consultation meetings went through several iterations to ensure that key aspects required by the Church and community were incorporated within the designs.
  • The client used their own approved Contractor land the lowest tender was £100,000 +VAT over budget, primarily from inflationary pressures following Covid lockdowns.
  • We carried out a Value Engineering exercise with the 2 lowest contractors, negotiating £85,000 +VAT, of savings to the contract sum enabling the project to be viable to the client and end user group.
  • The works become delayed as the contractor renegotiated prices with their supply chain. We managed the delays using the contractual mechanisms in the JCT Intermediate contract.

Challenges

  • Once works commenced, we detected that the appointed contractor was under financial pressures due to errors in pricing.
  • We took steps to commence determination of the contract. Options were considered but due to the inflationary climate, the decision was taken by the client to retain the appointed contractor.
  • We increased our involvement and implemented our Project Execution Plan which provided the necessary management and governance to completion.
  • We were able to mitigate cost and risk to preliminaries by demonstrating the cause and effect of delays on the programme and not dealing with Statutory Undertakers in a proactive manner.

Added value and Innovation

By adopting our Project Execution Plan (PEP) we were able to actively manage and control critical path items and have an early warning system in place regarding Contractor performance issues

We worked with the Church community centre committee to encompass local focus group requirements

The project formed part of a Social Value commitment by the Local parish, and we worked as part of the focus group to help plan initial outreach programmes and charity events to engage with local youth groups
